Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: positive announcements are issued from multiple capitals. Immense energy is expended on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity afforded by up-to-date information. From vantage locations, defense planes that had been scrambled to counter approaching guided weapons roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Soon after, a automatic firearm engaged a aerial vehicle in the vicinity, part of a rapid response unit – almost certainly imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a dependence that regional partners are clearly incapable to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This pattern will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unfeasible to compel Moscow to surrender the areas that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, US leadership does little to discourage Russia, through words or deeds, from assuming that the situation will not shift further in its benefit in the near future.
Conflicting Perspectives
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but preventing a total frontline collapse until circumstances change in its favour.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are driving the talks.
Summary and Prospects
It took a mere seven days to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require continued Western support.
