UK and France to Deploy Forces to the Country in the event that a Peace Agreement is Agreed

The UK and France have inked a memorandum of understanding concerning the deployment of troops in Ukraine if a peace agreement be concluded with Moscow, the UK Prime Minister, Keir Starmer, has stated.

Subsequent to negotiations with Kyiv's partners in Paris, he indicated that the allies would "create defense centers throughout Ukraine and build secure facilities for military hardware and military equipment" to deter any potential attack.

The coalition members also put forward that the United States would assume leadership in verifying a ceasefire.

Russia has consistently stated that any external forces in Ukraine would be considered a "valid objective", but has as yet not issued a statement on this new declaration.

The Situation and Ongoing War

The Kremlin's head Vladimir Putin launched a comprehensive attack of Ukraine in February 2022, and Russia at this time holds approximately 20% of the country's land.

"This is a vital part of our vow to support Ukraine for the duration," stated the British leader.

Heads of state and high-ranking officials from the "Allied Coalition" were involved in the Paris negotiations.

He stated at a shared media briefing, Starmer added: "It establishes the framework for the legal framework under which British, French, and partner forces could function on the ground in Ukraine, securing Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the time to come."

Defense Assurances and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "long-term defense assurances and substantial reconstruction vows are critical to a permanent resolution" in Ukraine – referring to a central requirement made by Kyiv.

The negotiator said the partner nations had "largely finished" their work on establishing such pledges "in order that the people of Ukraine know that when this conflict ends, it ends permanently."

Jared Kushner, US President Donald Trump's representative, also was involved in the talks.

Separately, President Macron Emmanuel Macron stated that Ukraine's supporters had made "significant advances" at the talks.

He said that "strong" defense assurances for Kyiv had been settled upon in the instance of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "major development" had been made in the negotiations, but cautioned that he would only deem efforts to be "sufficient" if they led to the end of the fighting.

Last week, Zelensky indicated a peace agreement was "90% ready". Finalizing the last 10% would "shape the fate of the peace, the fate of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the center of ongoing disputes for the parties involved.
  • Moscow has consistently stated that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas region or Russia will seize it, dismissing any middle ground over how to finish the war.
  • Kyiv has so far ruled out ceding any land, but has suggested that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia reciprocates.

Russia presently holds approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk. The two regions form the area of the Donbas.

The initial US-led 28-point proposal that was extensively reported to the media last year was seen by Kyiv and its EU supporters as being heavily skewed in Moscow's direction.
